Vanishing public access

Barbara Popovic, executive director of CAN-TV [Chicago Access Network Television], will testify before a U.S. House subcommittee Wednesday on the growing threats to public access programming on cable systems.

"Congress needs to recognize that a rapid erosion of public benefits is under way," she said.

She cited efforts by AT&T to make public, educational and government channels harder to find and more difficult to use through its U-Verse system.

"That defies congressional goals to preserve localism and diversity in cable franchising and ignores Illinois law requiring equivalent treatment of public channels," Popovic said.

Her claims were backed by an independent engineering study released this week by Columbia Telecommunications Corp.
