Send your tape/resume out to any place that you could see yourself working (regular mail, email, or both), even if they aren't actively looking for a new employee. Make contact with the PD, and try to get feedback on your materials, and maybe he/she knows someone somewhere looking for talent, or maybe that PD will remember you down the road when that particular station is looking to fill an on-air job. If you send out 200 tapes/resumes, you might make 10 or so new contacts in the industry, which is worth it in my mind. This is ground level networking, but it can be helpful. Connect with these people on LinkedIn and Facebook, too.

btw, take the time to get the right address of the station, and the correct spelling and pronunciation of the PD's name by going to the station website, and even calling them during business hours. usually, the office staffer that answers the phone can tell you the info you need.
