Weigel runs their low power stations like full service channels. They also carry the Cubs/Sox games that air on WCIU and air them in South Bend.

WCIU in Chicago is also on 27. Although WCWW is low power it creates interference in Northwest Indiana and Southwest Michigan with WCIU. WCWW has a Omnidirectional signal on 27 with 15kw from South Bend. I am surprised the FCC allowed both channels to use that same frequency.
